Why is service needed?
States typically have several hundred communities that require support for broadband expansion capabilities. These services typically start at about $50,000 per community.
Why are we different?
Our service is approximately 1/10th the cost of comparable studies, can be performed in a few weeks instead of 6 months, and is provided with full documentation and data sources.
Use
Case: Challenge Process
This is a grant related process where grant applications may claim a lack of services, and local ISPs claim services are available. A neutral third party needs to be involved in evaluating the challenge.
Why is the service needed?
State grant procedures permit existing ISPs to challenge a community's grant application on the basis that an ISP already provides existing services to the community. Incorrect evaluation of the challenge process may deny communities services that they need, or provide grant $ to communities that do not need them. We permit real-time catpure of speed test data to the address or block group level which permits the grantor to monitor grant activities and performance in realtime.
Alternatives?
Evaluation of public and government mapping services shows that FCC 477 data is widely available. Crowd sourced data is only available from Pennsylvania at the Census Tract, County, or House District level, and experimental address level from the State of Wyoming. Prototype Georgia mapping is at the requisite level, but their project has completed three counties and is projected to cost an additional $2 million.

Evaluation of the need for broadband funding and the effectiveness of funding for broadband requires an evaluation of the current broadband performance and changes in that performance after grant $ are applied to a community.
